Opening a gopro hero 4 session clip on Premiere I can see that the recorded media do have a timecode, that doens't start at 0.

If I start the recording at 11:20 the timecode of the first frame of the clip looks like 11:2_:__:__

As far as I know the timecode is a way of counting frames and not of measuring time, so for example a timecode of 11:20:00:00 (60fps non drop) is the same as saying "frame number 2448000"; if the framerate is 60000/1001, this frame count is equivalent to an elapsed time of 40840.8 seconds from the reference time where the frame count is 0, i.e. 11 hours, 20 minutes, 40.8 seconds.

So what is the exact meaning (if any) of this timecode track on gopro recorded videos?
